if the tips are plastic i just use superglue on the end of a plastic stick and glue them. wait to dry and just pull out but make sure that you don't get glue on the board. sometimes needle nose pliers work or just take the main board grid off and push the tips out backwards. hope it helps

If it's a "real" dart board then it should have already come with a bullseye but you can get paint and a thin brush at Home Depot or Lowe's or any place like that and paint it.
